Fundamental duties

There is a thought provoking question in UPSC 2012 on fundamental duties. The question is :

Which of the following is/ are among the fundamental Duties of citizens laid down in the Indian Constitution?
1. To preserve the rich heritage of our composite culture
2. To protect the weaker sections from social injustice
3. To develop the scientific temper and spirit of inquiry
4. To strive towards excellence in all spheres of individual and collective activity.

Is it not our responsibility to protect the weaker sections from historical social and economic injustice? Can we be happy being surrounded by hunger and malnutrition?

The fundamental duties (eleven fundamental duties) in Indian Constitution are vague. If you know that the duties are vague,  then you can guess the answer.

Can we define scientific temper and quantify spirit of inquiry? 

What is India's composite culture to preserve? Is that composite culture agreeable to majority?

What is Excellence?

So, the answer is 1, 3 & 4. 


This question rises another question: Why not protecting the weaker sections from social ( and economic) injustice  a fundamental duty?


It's well known that progress in any democracy is usually at snail's pace. It's even slower in countries like India that have multiparty democracy. This is where individual and collective contribution is required to eliminate social injustice at the earliest.
